Candice Owen, PE, CFM, CPESC

Principal/Owner

Candice is excited to bring her unique set of experiences (17 years working in multiple levels of government and engineering consulting) to Cerulean. Sitting on different sides of the table has given her perspective on both what matters and what works in stormwater quality. Her current experience as Stormwater Quality Manager at Mile High Flood District has added a regional perspective to her work to compliment her experience leading a team of engineers and scientists for the City of Boulder, Colorado. She brings significant insight to MS4 compliance, stormwater quality, green infrastructure, and planning, design, and implementation related to these. Additionally, Candice loves bringing groups together to work through challenges, solve problems or simply to connect. Her multiple years of engineering consulting experience, including conducting auditing activities for the EPA, leading Green Infrastructure Planning and criteria development efforts, stormwater and flood modeling and conducting water quality studies, specifically those related to bacteria in recreational waters, round out her experience as a water resources engineer. When Candice isn’t solving all things stormwater, she and her husband and dogs like to get out and enjoy the beauty of Colorado through backcountry skiing, mountain biking, climbing, and rafting. World travel, gardening, and sewing also keep her busy.
